58 Multitone Narrow Band Paging System

This is a combined synopsis/solicitation for commercial items prepared in

accordance with the format in Subpart 12.6, as supplemented with additional

information included in this notice. This announcement constitutes the only

solicitation; Request for Quotes (RFQ) are being requested and a written

solicitation will not be issued. Solicitation documents incorporated

provisions and clauses are those in effect throught Federal Acquisition

Circular 2001-15. This Procurement is set aside 100% for small business. The

NAICS is 334220 with business size standard 750 employees. A firm-fixed price

contract is anticipated. The South Texas Veterans Health Care System (STVHCS),

Audie L. Murphy Division and Kerrville Division have requirements to purchase

on-site paging systems to narrow-band frequency operations. Products listed

herein are products manufactured by Turn-Key Technologies and in accordance

with FAR 52.211-6 Brand Name or Equal and VAAR 852.211-77 Brand Name or Equal

are intended to be descriptive but not restrictive, and are provided to

indicate the quality and characteristics of products that will be

satisfactory. The Audie L. Murphy (ALM) Division located at 7400 Merton

Minter Blvd., San Antonio, TX 78229 requirements are as follows: Multitone

Access 3000 Paging Terminal consisting of the following components: one (1)

Enhanced master encoder with 5,000 users, 100 teams, four priority levels,

dual paging format, and Management Terminal software, Part Number C3CB, one

(1) Slave Encoder, Part Number C3EJ, four (4) Telephone interface with system

voice prompts, Part Number C3TI, one (1) Three port RS232 computer interface

card, Part Number C3CA, two (2) Twelve slot card housing, Part Number A3HB,

one (1) Transmitter interface, Part Number A3XA, one (1) Input/Output block,

Part Number I/O, one (1) APC Back-UPS Office, Part Number Back-UPS and one (1)

Programming Jig for TLA-852 Pagers, Part Number P669. Main Transmitter and

Antenna System consisting of the following components: one (1) DX Radio VHF

narrowband transmitter consisting of 12.5 kHz channel spacing, 1 PPM

stability, 100 watt power output and 46" cabinet with dual power strips and

fans, Part Number PT4000, one (1) Omni-directional VHF antenna system with:

75' coaxial cable, 2 PL 2592 connectors, heavy duty mast and 2 GU3 mounts,

Part Number BA1012-2. Redundant Hot Standby consisting of one (1) Enhanced

master encoder, Part Number C3CB, one (1) Slave encoder, Part Number C3EJ,

one (1) Telephone interface card, Part Number C3TI, one (1) Transmitter

interface card, Part Number A3XA, one (1) DX Radio 100 watt narrowband

transmitter, Part Number PT4000, one (1) APC Back-UPS Office, Part Number Back-

UPS and Local Control Unit, Part Number A3MCX. Optional Access 3000 Equipment

and Functions consisting of: one (1) Local Control Unit (operator console

access unit), Part Number A3MCX, one (1) Wireless Dispatch Software with

Maintenance Networked, 25 concurrent user, alphanumeric text messaging

software, Part Number WD-25-04 and one (1) Wide Area Dial-out Module (Link to

Kerrville Division), Part Number C3CG. Pagers: sixty (60) each Apollo 924

four line alphanumeric narrowband pagers and 110 Multitone RPR 552

voice/alphanumeric NB code pagers. Installation and warranty information are

to be listed as separate line items. Scope of work to be performed at the

Audie L. Murphy Division includes the following: convert user database and

program al pagers as specified, train POC's and users on system, software and

pager operation, link the ALM and Kerrville Division for simulcast via WADO

card for selected cap codes, connect paging systems to networks for text

messaging capability, install main and standby paging system, transmitter and

antenna system at San Antonio facility, mount main and standby transmitter in

single 46" cabinet with single antenna system and set up system for outside

dial in access, extension and T1 speed dial. The Kerrville Division (KD)

located at 3600 Memorial Blvd, Kerrville, Texas requirements are as follows:

includes the following: convert user database and program all pagers as

specified, train POC's and users on system, software and pager operation,

installation assistance and training, connect paging systems to networks for

text messaging capability, install main and standby paging system, transmitter

and antenna system at Kerrville facility and set up system for outside dial in

access, extension and T1 speed dial. Quotations shall include all warranty

information, technical data, specifications and shop drawings. Quotations

shall be submitted F.O.B. destination. All quotations are to include a
