Electronic Systems Center (ESC) is seeking qualified sources for two (2) Ground
Control Approach Radar Systems (GCA-2000 System, Transportable, Part Number
284670-1) designated for deployment supporting Afghan National Army Air Corps:
one (1) each at Herat and Mazar-e-Sharif Airbases, respectively. These radar
systems will provide radar approach control services to include sequencing and
separation of aircraft, navigation assistance, and airspace control services
within the terminal airspace area. Delivery is required fifteen (15) months
after contract award. This requirement is for a Commercial Radar System.
The Request for Proposal (RFP) for the GCA-2000 contract is expected to be
released in March 2008. The scope of the GCA-2000 contract will include but not
be limited to the following: A sensor subsystem, operations subsystem, and
ancillary equipment. The sensor subsystem consists of Precision Approach Radar
(PAR), Airport Surveillance Radar (ASR) and Secondary Surveillance Radar (SSR),
sensors and associated signal and data processing, data recording and
communications equipment. The sensor subsystem equipment will meet NATO/ICAO
performance requirements. The operations subsystem will include a minimum of
three (3) controller positions for the display of extracted sensor data and
control of selected functions and a minimum of three (3) VHF/UHF radios
upgradeable to HQ II ECCM capabilities for ground-to-air communications. Radio
antennas, voice switch, interfaces for external communications, voice recorder,
and ancillary equipment are also required. Systems will be co! mpatible with
generator power and Afghan local electrical power, as applicable. Each system
will include a 2-year spares package, 2-year commercial warranty, secondary
power generator, factory acceptance testing, installation and site acceptance
testing, initial flight commissioning and technical support, equipment
familiarization, designated special tools and/or test equipment. Operator and
maintenance manuals are included and will be in the English language. Shipping
of GCA 2000 systems and all ancillary equipment to an agreed upon port of entry
is included. Key data deliverables for the GCA 2000 Radar System
including but not limited to system specifications, top-level Interface Control
Documents (ICDs), item specifications, and risk reduction analyses are
competition sensitive and will not be available. The Hanscom AFB Electronic
Request for Proposals Bulletin Board (HERBB) will be the primary source of
information for this GCA-2000 Radar System acquisition. Interested firms
may provide their qualifications package via e-mail or they may provide two
hardcopies and one electronic copy (i.e., CD) of a qualifications package to

are required no later than 1700 hours Eastern Time on 7 March 2008. Responses
must also include the company name, address, size of business (i.e., large
business, small business, small disadvantaged business, 8(a) concern, veteran-
owned business, or HUBZone small business), whether U.S. or foreign-owned
entity, and a company point of contact. Please limit your qualification
package to a maximum of 10 pages. (Format: 8.5 x 11 inch paper, compatible with
Microsoft Word 2000/XP; Font Times Roman; 10 pt, 1-inch margins.) Sources
are also requested to identify any on-going Government contract vehicles they
may have for the same or similar work (limit 1 page, which is included in the
10 page total). Please include the name and number of the ongoing contract,
contract scope, contract type, period of performance, contract deliverable,
dollar thresholds and limitations, the issuing Government agency, and the name
and telephone number of the Contracting Office! r. The Government
intends to evaluate each prime contractor capability package submitted and will
notify each source by e-mail not later than 14 March 2008 of our assessment of
their potential competitiveness for the GCA-2000 program. Registration with
the Directorate of Defense Trade Controls, U.S. Department of State is
required. The export of defense related technical information and services are
anticipated. This synopsis is for planning purposes only and does not
constitute a Request for Proposal; it does not restrict the Government as to
the ultimate acquisition approach, nor should it be construed as a commitment
by the Government. The Government does not intend to award a contract on the
basis of this notice or otherwise pay for the information provided in response
to this synopsis. There are no re-procurement packages available.
