You are invited to submit a budgetary quotation under Request For Quotation number FA3002-08-X-0702 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. The Government will not guarantee an award based on the information received. This is the minimum time required for processing by HQ USAF and review by the customer country. Training is required by the USAF in support of Chile?s F-16 aircraft program, Peace PUMA. Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training. b. Training shall be for six to eight Chile Air Force Technicians on the following equipment items to an operational and expanded intermediate level: Hydraulic Test Stand MK-3A, P/N 7400, NSN 4920-00-133-9751; Air Conditioner AM32C-10C, P/N 100502-2; and Air Cart AM32A-60, P/N 69E39110. c. The timeframe for the training will be mid 2008. d. The contractor may propose training at Iquique Chile using the customers? equipment/tools/aircraft (special test equipment may not be available). Training shall be provided in English. e. The contractor may propose training in CONUS at the contractor?s training facility using the contractor?s equipment. 2. Technical Training a. The contractor shall propose course content and duration of training for each of these equipment items. The training objective is to provide the Chile Air Force trainees with a capability to make authorized repairs to the systems and troubleshoot malfunctions. b. The contractor shall provide course outlines detailing major topics/assemblies and the hours required to train the technicians. This is required for disclosure purposes. Training shall include combinations of formal classroom instruction and "hands-on" practical exercises so as to provide skill proficiency to perform tasks "unsupervised". c. The contractor shall identify any prerequisite training the students shall possess prior to arrival for this training. Students will be equivalent to a USAF 5/7 skill level in their specialty. Students will be at an English comprehension level of 70. d. Consumables (gaskets, packings, o?rings, nuts/bolts, etc) should be considered. 3. Training Materials Training materials can be in contractor format. All training materials used by the student during course presentation will be retained by the student. 4. Local Transportation and Quarters Local transportation and quarters will be the responsibility of the students.
