prepared in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice.This announcement
constitutes the only solicitation; quotes are being requested and a separate
written solicitation will not be issued. This solicitation is issued as a
Request for Quotation (RFQ), solicitation number FA7000-08-T-0046, in
accordance with FAR Parts 12 & 13. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 2005-21 07 November 2007.The North American Industrial
Classification System (NAICS) number is 334510 and the business standard is
500 employees. The proposed acquisition is reserved for 100% small
businesses.

This is a name brand or equal acquisition clause 52.211-6 applies. Vendors
must supply installation and warranty on parts, labor, and travel and 2 each

centered at 765nm. As a whole, the laser system consists of a high powered
external cavity diode laser in the Littman/Metcalf configuration capable of

letterhead, provide solicitation number, the time specified in the
solicitation for receipt of offers, name, address, and telephone number of the
offeror, unit price, and over all total price.

meets our technical requirements, any discount terms, cage code, DUNS number,
size of business, acknowledgement of solicitation Amendments, a completed copy
of the presentations and certifications at FAR 52.212-3, if online

The provisions at 52-212-2, Evaluation--Commercial Items applies to this
acquisition. Add to 52.212-2 Award Basis: If the Government determines it is
in its best interest, it will award a purchase order resulting from this
solicitation to the responsible offeror whose offer conforms to the
solicitation. Award will be made to the lowest priced offer that is
determined to be technically acceptable. The clause 52.212-4, Contract Terms
and Conditions--Commercial Items, with the following addenda ADDENDUM TO FAR
52.212-4(c) CHANGES Text in paragraph (c) is deleted and replaced with the

5352.201-9101 OMBUDSMAN (AUG 2005)

(a) An ombudsman has been appointed to hear and facilitate the resolution of
concerns from offerors, potential offerors, and others for this acquisition.
When requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The existence of the ombudsman does not affect the
authority of the program manager, contracting officer, or source selection
official. Further, the ombudsman does not participate in the evaluation of
proposals, the source selection process, or the adjudication of protests or
formal contract disputes. The ombudsman may refer the party to another
official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address
their concerns, issues, disagreements, and/or recommendations to the
contracting officer for resolution. Consulting an ombudsman does not alter or
postpone the timelines for any other processes (e.g., agency level bid
protests, GAO bid protests, requests for debriefings, employee-employer
actions, contests of OMB Circular A-76 competition performance decisions).
