79 -- Explosion Proof HEPA Vacuums With Accessories (OB1985613) (2008-02-19)

The Fleet Readiness Center East at the Marine Corps Air Station, Cherry Point,
NC has a requirement for explosion proof HEPA vacuums with accessories. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement constitutes
the only solicitation; proposals are being requested and a written
solicitation will not be issued.

Solicitation number M00146-08-T-N044 is hereby issued as a Request for
Quotation.

The incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2005-22 and Defense Acquisition Circular 98-93.

This acquisition is unrestricted. The North American Industry Classification
System code 335212, with a small business size standard of 750 employees.

This requirement is for a firm fixed priced contract for the following items:

ESSENTIAL CHARACTERISTICS PURCHASE DESCRIPTION

1. NOMENCLATURE: Electric powered Explosion Proof HEPA Vacuum(s) with
accessories.

2. ESSENTIAL CHARACTERISTICS:

2.1 General Description: The new vacuum(s) system shall capture, transport,
and contain dust generated from aircraft and aircraft components corrosion
control and paint preparation sanding operations. The vacuum(s) shall be
supplied with high efficiency manual reverse flow cleaning cartridges and HEPA
after filters, with header system, with accessories, and have the essential
characteristics listed below.

2.2 Vacuum(s) shall have the following characteristics:

a. The vacuum system shall be suitable for aircraft hangar, corrosion
removal, aircraft paint preparation sanding, aircraft painting environment,
and industrial production service.
b. The vacuum shall be equipped with a HEPA filter with filtration
efficiency of 99.97 percent or higher on 0.3 micron particles.
c. The minimum rated volumetric flow rate shall be no less than 390
standard cubic feet per minute (scfm) at 0 inches water column blower external
static pressure.
d. The minimum rated volumetric flow rate shall be no less than 290
standard cubic feet per minute (scfm) at 40 inches water column blower
external static pressure.
e. The minimum rated volumetric flow rate shall be no less than 240
standard cubic feet per minute (scfm) at 60 inches water column blower
external static pressure.
f. The minimum rated volumetric flow rate shall be no less than 190
standard cubic feet per minute (scfm) at 75 inches water column blower
external static pressure.
g. The minimum rated volumetric flow rate shall be no less than 150
standard cubic feet per minute (scfm) at 90 inches water column blower
external static pressure.
h. The primary filter material shall be compatible, effective, and
reliable with the intended paint preparation sanding operations.
i. The vacuum system shall comply with NFPA 33 for paint preparation and
paint application service.
j. The vacuum system shall comply with NFPA 484 for aluminum or titanium
dust service.
k. The vacuum system shall be certified by a Nationally Recognized
Testing Laboratory, for use in the United States in hazardous environments
including environments that may contain flammable and combustible gasses,
vapors and combustible metal dust. These metals include aluminum and
titanium. The certification shall be affixed to the unit.
l. The NFPA 484 required deflagration vent shall be designed and
positioned not to be a personnel collision hazard.
m. The primary filter material shall be conductive.
n. The primary filters shall clean effectively by having an easy release
filter material or finish.
o. The primary filter shall have an efficiency of 99.95 percent on 0.5
micron particulate.
p. The primary filters surface area shall be not less than 80 square feet.
q. The primary filter shall have reverse airflow cleaning.
r. The primary filter cartridge cleaning shall be manually operated
reverse airflow. The manual cleaning mode shall clean the filter cartridges
while dust is kept in the vacuum system.
s. During cleaning cycles, the system shall not emit dust.
t. All filters shall have differential pressure gages with clearly marked
normal and maximum operating limits.
u. The vacuum system shall not generate noise in excess of 84dB.
v. The vacuum system shall utilize 480V, 60 Hz, 3-phase electrical power.
w. Electrical components and system shall comply with NFPA 70, NEC Class
I Division I Group D, and NEC Class II Group E.
x. The vacuum system shall be listed and labeled for use with combustible
aluminum dust.
y. The vacuum system shall be conductive and able to be grounded in
accordance with NFPA 33, 70, 409, and 484. The grounding conductor cord shall
be no less than 50 feet long. The ground conductor cord shall include a
grounding clamp connector meeting the requirements of MIL-DTL-83413/7C.
z. The vacuum system shall be supplied with a power cord no less than 50
feet long.
aa. The vacuum system shall be supplied without a power cord plug.
bb. The motor starter shall be heavy duty NEMA rated. The motor starter
size shall be no less than recommended by the blower manufacturer, and no less
than NEMA 1. The motor starter shall not be adversely affected by local high
ambient temperatures. The motor starter enclosure shall meet the requirements
of NEC Class I Div I Group D, and NEC Class II Group E.
cc. The motor starter and enclosure, and system exhaust flow shall not be
mounted in close proximity. The motor starter and enclosure shall be mounted
such that the exhaust does not flow onto the motor starter and enclosure.
dd. Metal surfaces shall be conductive and corrosion resistant.
ee. The vacuum dust storage bin capacity shall be no less than 3 gallons
and no greater than 16 gallons.
ff. The vacuum system motor horsepower shall be no less than 10.
gg. The vacuum system shall be supplied with adequately sized swivel
locking casters.

2.3 Vacuum System Accessories shall have the following characteristics:

a. The system shall include complete vacuum header tubes. The header
tube shall each be no less than 80 feet long. Header tube segments shall be
cut into nominally 4 feet long segments.
b. The system header tube shall be sized to enable four simultaneous
operators each.
c. The system header tube shall include easy connect/easy disconnect
valve receptacles, at intervals no greater than 5 feet. Central vacuum system
wall inlets with spring loaded flap door valves meet this requirement.
d. The tool hose assembly shall simply insert into the header connection
receptacle. Friction and static pressure will be sufficient to maintain the
tool hose to header connection.
e. No less than quantity fifteen (15) header connection valve receptacles
shall be provided.
f. The system header connection valve receptacles shall close
automatically when the tool vacuum hose assembly is withdrawn.
g. The vacuum system shall include no less than quantity twelve (12) tool
hoses to connect the tool hood to the header tube. Each tool hose shall be no
less than 15 feet long.
h. The tool hose size inside diameter shall be nominally 1-1/2 inches.
i. The accessories shall include cleaning attachments. These attachments
shall include dust brushes, crevice nozzles, and floor cleaning nozzles. The
vacuum system shall include six sets of dust brushes and crevice nozzles; and
two floor cleaning nozzles with hose. Each floor cleaning nozzle shall
include a 20 feet long hose.
j. All components and accessories shall be conductive and able to be
grounded in accordance with NFPA 33, 70, 409, and 484.

3. EQUIPMENT MANUALS: Three sets of equipment manuals shall be provided.
These manuals shall contain all required technical data including operating
instructions, parts list, mechanical diagrams, and maintenance instructions.
The manuals shall include the blower, blower motor, and motor starter
manufacturers and model numbers. The manuals shall include the blower
performance curve, operating point, maximum operating horsepower, and selected
motor horsepower. The manuals shall include the filter differential pressure
information. This information shall include the minimum, normal operating,
maximum allowable differential pressure, and filter cleaning differential
pressure instructions. Two (2) sets of manuals shall be mailed with the
equipment. One (1) complete set shall be mailed within 15 days after date of

ESSENTIAL CHARACTERISTICS PURCHASE DESCRIPTION

2. ESSENTIAL CHARACTERISTICS:

2.1 General Description: The new vacuum(s) system shall capture, transport,

standard cubic feet per minute (scfm) at 90 inches water column blower
external static pressure.
oo. The primary filter material shall be compatible, effective, and
reliable with the intended paint preparation sanding operations.
pp. The vacuum system shall comply with NFPA 33 for paint preparation and
paint application service.
qq. The vacuum system shall comply with NFPA 484 for aluminum or titanium
dust service.
rr. The vacuum system shall be certified by a Nationally Recognized

bbb. The vacuum system shall not generate noise in excess of 84dB.
ccc. The vacuum system shall utilize 480V, 60 Hz, 3-phase electrical power.
ddd. Electrical components and system shall comply with NFPA 70, NEC Class
I Division I Group D, and NEC Class II Group E.
eee. The vacuum system shall be listed and labeled for use with combustible
aluminum dust.
fff. The vacuum system shall be conductive and able to be grounded in
accordance with NFPA 33, 70, 409, and 484. The grounding conductor cord shall
be no less than 50 feet long. The ground conductor cord shall include a
grounding clamp connector meeting the requirements of MIL-DTL-83413/7C.
ggg. The vacuum system shall be supplied with a power cord no less than 50
feet long. The power cord shall be 10/3WG SEOW rubber jacketed type with the
plug installed.
hhh. The vacuum system shall be supplied with a power cord plug. The plug
shall be delayed action, 30 amp, 460 volt, 3 phase, 4 pole, Crouse-Hinds
Catalog Number CPH7934.
iii. The motor starter shall be heavy duty NEMA rated. The motor starter
size shall be no less than recommended by the blower manufacturer, and no less
than NEMA 1. The motor starter shall not be adversely affected by local high
ambient temperatures. The motor starter enclosure shall meet the requirements
of NEC Class I Div I Group D, and NEC Class II Group E.
jjj. The motor starter and enclosure, and system exhaust flow shall not be
mounted in close proximity. The motor starter and enclosure shall be mounted
such that the exhaust does not flow onto the motor starter and enclosure.
kkk. Metal surfaces shall be conductive and corrosion resistant.
lll. The vacuum dust storage bin capacity shall be no less than 3 gallons
and no greater than 16 gallons.
mmm. The vacuum system motor horsepower shall be no less than 10.
nnn. The vacuum system shall be supplied with adequately sized swivel
locking casters.

2.3 Vacuum System Accessories shall have the following characteristics:

k. The system shall include quantity two (2) separate complete vacuum
header tubes, one of which to be used at a time.
l. The header tubes shall each be no less than 80 feet long. Header tube
segments shall be cut into nominally 4 feet long segments. Burrs and sharp
edges shall be removed.
m. Each header shall include a large radius elbow fitting with easy
connect/easy disconnect valve receptacles for the header end opposite the
vacuum end of header.
n. The header tubes shall include ample couplings to join the tube
segments, branch fittings, transition fittings, and header end elbow.
o. The system header tubes shall be sized to enable four simultaneous
operators each.
p. The system header tube shall include easy connect/easy disconnect
valve receptacles, at intervals no greater than 5 feet. Central vacuum system
style wall inlets with spring loaded flap door valves meet this requirement.
q. The tool hose assembly shall simply insert into the header connection

The delivery requirements are FOB destination and are to be delivered to
Marine Corps Air Station, Cherry Point, NC 28533. Delivery is required within
ten (10) weeks of award or sooner.
