66 -- Ground-Based Radio Beacon Diagnostics System (OB1983747) (2008-02-13)

This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations (FAR) Subpart
12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The solicitation,
N00173-08-R-KS02, is issued as a Request for Proposal (RFP). The solicitation
document and incorporated provisions and clauses are those in effect through
FAC 2005-23 and DFARS Change Notice 20080124. The associated small business
size standard is 500. NRL has a requirement for: CLIN 0001: The Contractor
shall provide ten (10) satellite beacon receivers in accordance with the
specifications; CLIN 0002: The Contractor shall provide all necessary software
and documentation for the satellite beacon receivers; CLIN 0003: The
Contractor shall provide a standard commercial warranty for the satellite
beacon receivers. The beacon receivers shall consist of the following
characteristics and specifications: (a) Input: 150 MHz (VHF), 400 MHz (UHF)
and 1066 2/3 MHz (L-Band) Frequencies with (negative) 220 parts per million
(ppm) to (positive) 110 ppm. Radio beacon signals for NRL CERTO or similar
beacons on DMSP/F15, COSMIC, RADCAL, GFO, and future satellites such as C/NOFS
and CASSIOPE (b) Receiver Noise Figure: 4.2 dB (c) Carrier Synchronization:
Analog loop phase-locked to computer selected UHF or L-Band signal (d)
Basedband: 50 kHz with 25-Hz bandwidth (e) Sampling: 6 channes of I and Q at
VHF, UHF, and L-Band (f) Processor: VHF intensity, UHF intensity, L-Band
intensity and phase relative to the lock signal provided at 50 sps (g)
Processor Output: Relative Total Electron Content (TEC) ones per second,
averaged over two-second blocks. VHF, UHF and S-Band S4 scintillation indices
and RMS dispersive-phase fluctuations computed in 10 second blocks. Data
quality flags. Satellite azimuth & elevation. Coordinates for 350-km and 110-
km penetration points (h) Signal to Noise Ratio (at 50 sps): 28 to 46 dB
typical for OSCAR type satellites in quiet site environment (i) Dispersive-
Phase Precision (at 50 sps): 53 mrad to 580 mrad depending on elevation to
satellite (j) Satellite Selection Software: Two Line Elements (TLEs) supplied
by user allows the receiver to search and record signals from satellites (k)
Station Operation: Automatic, Continuous and Unattended and (l) Systems
Components: Receiver, Computer, Antenna Preamplifier, Cables, Connectors.

Delivery and acceptance is at NRL, Washington, D.C. 20375, FOB Destination.
Delivery shall be no later than 120 days from date of award. The provision at
52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated.
The Government intends to award a contract resulting from this solicitation to
that responsible offeror whose offer conforming to the solicitation will be the
most advantageous to the Government, price and other factors considered. The
following factors shall be used to evaluate the offers: (1) Technical Merit:
The technical capability of the offeror to meet the requirement of the
Government (2) Price and (3) Past Performance: Past performance will be
evaluated on the basis of the quality of the work performed or supplies
delivered and timeliness of performance or delivery. The evaluation will be
based on the information provided in the proposal and other sources if
available. The evaluation will take into account past performance information
regarding predecessor companies, or subcontractors that will perform major or
critical aspects of the requirement. Technical Merit and Past Performance when
combined are significantly more important than price.
