This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the only
solicitation for proposals. This solicitation is issued as a Request for
Quotations (RFQ), number HSCG85-07-Q-625121 and incorporates provisions and
clauses in effect through Federal Acquisition Circular 2005-12. This is a
total small business set-aside procurement. The Small Business size standard
is 1000 employees.. The NAICS is 336611. The contract will be awarded order
using simplified acquisition procedures in accordance with the provisions of
FAR 13.5. The requirement is to perform an in-frame overhaul of the number 2
Main Diesel Engine onboard USCGC ALEX HALEY (WMEC 39), during the period of 22
January through 9 February 2007, at the cutter?s home moorage, Kodiak, AK.

Quotations submitted in response to this RFQ must include: (1) Item number and
pricing as shown above, record of past performance for similar contracts in
the form of letters of reference or contract performance ratings and
Contractors full name, address, and telephone number.

(a) Factors for evaluation will include price and past performance on similar
type contracts; past performance and price are of approximately equal
importance.. It is the policy of the Coast Guard to issue solicitations and
make contract awards in a fair and timely manner. The Ombudsman Program for
Agency Protests (OPAP) was established to investigate agency protest issues
and resolve them without expensive and time-consuming litigation. OPAP is an
independent reviewing authority that is empowered to grant a prevailing
protester essentially the same relief as the General Accounting Office
(GAO). Interested parties are encouraged to seek resolution of their
concerns within the Coast Guard as an Alternative Dispute Resolution (ADR)
forum, rather than filing a protest with the GAO or some external forum.
Interested parties may seek resolution of their concerns informally or opt to
file a formal agency protest with the contracting officer or Ombudsman.
Informal forum with the Ombudsman. Interested parties who believe that Coast
Guard procurement is unfair or otherwise defective should first direct their
concerns to the cognizant contracting officer. If the contracting officer is
unable to satisfy the concerns, the interested party is encouraged to contact
the Coast Guard Ombudsman for Agency Protests. Under this informal process,
the agency is not required to suspend contract award performance. Use of an
informal forum does not suspend any time requirement for filing a protest with
the agency or other forum. In order to ensure a timely response, interested
parties should provide the following information to the Ombudsman:
solicitation/contract number, contracting office, contracting officer, and
solicitation closing date (if applicable). Formal Agency Protest with the
Ombudsman. Prior to submitting a formal agency protest, protesters must first
use their best efforts to resolve their concerns with the contracting officer
through open and frank discussions. If the protesters concerns are unresolved,
an independent review is available by the Ombudsman. The protester may file a
formal agency protest to either the contracting officer or as an alternative
to that, the Ombudsman under the OPAP program. Contract award or performance
will be suspended during the protest period unless contract award or
performance is justified, in writing, for urgent and compelling reasons or is
determined in writing to be in the best interest of the Government. The agency
goal is to resolve protests in less than 35 calendar days from the date of
filing. Protests shall include the information set forth at FAR 33.103(d)(2).
If the protester fails to submit the required information, resolution of the
protest may be delayed or the protest may be dismissed. This will not preclude
re-filing of the protest to meet the requirement. To be timely, protests must
be filed within the period specified in FAR 33.103(e). Formal protests filed
under the OPAP program should be forwarded to the address: Commandant (GC-

required capabilities are invited to submit quotations that will be considered
by the agency. Quotations should be written and submitted in a legible

and DUNS Number. All responsible sources may submit a quotation, which if
timely received, shall be considered by this agency.

All quotations must be received not later than 14 Nov 2006, 1:00 P.M. Local
Alaska Time. Quotations received after that date and time will not be

USCGC ALEX HALEY MAIN DIESEL ENGINE OVERHAUL SPECIFICATIONS

1 PURPOSE

The purpose of this task is to perform an in-frame overhaul of the number 2
Main Diesel engine onboard USCGC ALEX HALEY (WMEC-39). The overhaul operations
will include replacing major engine components with REMAN items, new parts,
inspect only items and cleaning, inspecting and testing cooler cores.

1 BACKGROUND

1.1 Subject engine is a Caterpillar ? Model 3516, 1600 RPM. Serial number
029Z00939; Arrangement ? 2W8864; CCW rotation.

1.2 General Information:

CGC ALEX HALEY is a converted US Navy salvage vessel.

3 TASKING

3.1 Replace with REMAN:

Replace the following with remanufactured engine components: cylinder heads,
cylinder packs, cam follower lifters, injectors, turbocharger cartridge, fuel
transfer pump, oil pump, valve rocker arms, and water pump in accordance with
manufactures technical manual.

3.2 Replace with NEW:

Replace the following with new parts: sea water pump, main bearings,
connecting rod bearing, thermostats, oil filters, fuel filters, and all
necessary gaskets & seals in accordance with manufactures technical manual.

3.3 Inspect Only Items

The following items shall be inspected against manufacturers guideline for
reusable parts: crankshaft, cam bearings, front damper, fuel system linkage,
gear train bushings, and driven unit alignment. Provide a technical report
documenting the condition of all inspected parts. Any recommendation requiring
renewal or replacement will be subject to a contract change.

3.4 Clean, Inspect, & Test

The following items shall be unshipped for commercial cleaning, inspection,
and testing: oil cooler, jacket water cooler, and after cooler core.
