R--Sensor Technology Engineering Support for RDECOM Communications Electronics Research, Development (OB1912812) (2007-07-26)

This program is for engineering support, technology assistance, test and
evaluation support to the Night Vision and Electronic Sensors Directorate
(NVESD) of the RDECOM Research, Development and Engineering Center (CERDEC).
This acquisition will pr ovide a vehicle for exploring technology solutions to
night vision and electronic sensor system problems, as projected by the
Department of Army, for future NV/EO/ES systems and supporting systems. The
services include support for research and development , systems engineering,
technology demonstrations, modeling and simulation, prototype fabrication,
field-testing and data collection, facilities and equipment maintenance,
engineering parts and materials management, networking and other technical and
admini strative support. These services will require personnel with
scientific, engineering, analytical, computer programming, manufacturing,
administrative, management and various other technical skills. This contract
shall support the equipment, systems, faci lities and operations under the
responsibility of NVESD at both Fort Belvoir and Fort A.P. Hill, Virginia.
Under this competitive acquisition, the Government reserves the right to award
more than one (with the intention of making dual awards) Indefinite
Delivery/Indefinite Quantity type contracts under which task orders may be
issued on a time and materials, or firm fixed price basis, although it is
possible that some may be on a cost plus fixed fee basis. The awards are
restricted to qualified small business concerns. The contracts shall be
awarded for a period of five years. Solicitation Number W15P7T-07-R-P441 has
been assigned to this effort and will be issued on or about 15 July 2007. The
applicable North American Industry Classification System (NAICS) Code is
541710. The small business size standard is 1,000 employees. Th e U.S. Army C-
E LCMC has established the IBOP website as part of the Army's Single Face to
Industry, to allow electronic posting of Solicitation for Request for
Proposals (RFP) Request for Quotations (RFQ) and Invitation for Bids (IFB)
from C-E LCMC to Ind ustry. All Parties interested in doing business with C-E
