Greater Vancouver Regional District, hereinafter referred to as
the "Corporation", invites tenders for Dispatch Equipment and Services.
SCOPE: Interested companies, operators and rental yards are invited to apply
for registration for the provision of Dispatch Equipment and Services as
described in the terms, conditions, specifications, schedules, and appendices
contained herein on an "as, if and when" required basis for a three (3) year
term. Examples of such equipment with operators include, but is not limited
to: Tandem Dump Trucks, Backhoes, Excavators, Loaders, Crawlers, Tractors,
Cranes, Graders, Sweepers, other miscellaneous construction related equipment
available from rental service yards, and related construction trade services.
Examples of such services include, but is not limited to, electrical,
mechanical, landscaping, painting, snow removal, asphalt paving, first aid,
traffic control, environmental monitoring, tree removal, disposal and diving
services. This invitation to tender represents an opportunity for registration
of interested contractors. Contractors registering during the tendering
period will be considered to be primary registrants and will be contacted
first for any work. The Corporation will accept new registrations after the
tender closing date (throughout the term) however, such contractors will be
considered alternate registrants and are to be called upon only after having
contacted those primary registrants. The Corporation reserves the right to
select equipment and/or services based on price, age, condition,
availability, response time, previous experience and performance with the
Corporation. It is the intention of the Corporation to enter into a Standing
Offer Agreement with selected qualified contractors. A copy of the Standing
Offer Agreement - Standard Terms and Conditions is attached as "Appendix A".
The estimated total value of the work is approximately $5,000,000.00 per
year. This is for information purposes only and does not constitute any firm
guarantee or implied commitment by the Corporation that the total amount of
work to be done will correspond even approximately to this estimate. The
actual expenditure(s) shall be restricted to the goods and/or services
ordered and received by the Corporation. A Standing Offer Agreement (SOA) is
an agreement in which described goods and/or services are offered for sale or
supply by a specified price or price formula. The Standing Offer Agreement is
open to multiple acceptances during the period indicated resulting in an
individual contract with each acceptance. Standing Offer Agreements are not
contracts. Individual contracts arise each and every time a Standing Offer
Agreement is accepted by way of specific order. The Corporation reserves the
right to negotiate rates for larger individual projects or to tender
separately for projects anticipated to exceed $50,000.00. Tendering documents

Please return Section 00400 of your tender complete with all other mandatory
documentation (faxed submissions are welcome) not later than 10:30:00 a.m.
local time on the 3rd day of August, 2006 (the "Tender Closing"): Purchasing

time shown on the clock used by the Corporation for that purpose. For
