The USDA, Animal and Plant Health Inspection Service, APHIS, Plant Protection
and Quarantine, PPQ, Riverdale, MD, has a requirement for medium sized and
intermediate sized animal carriers for birds. A fixed-price purchase order
will result. F.O.B. destination. QUOTATIONS ARE DUE SEPTEMBER 27, 2007, by
1:00 p.m. local time. Submit written or faxed quotation to Purchasing

Simplified procurement procedures will be used as well as commercial item
acquisition regulations per FAR 12. This is a COMBINED SYNOPSIS/SOLICITATION
for commercial items prepared in accordance with the format in Subpart 12.6,
as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotations are being
requested and a written solicitation will not be issued. This solicitation
document incorporates provisions and clauses which are in effect through the
current Federal Acquisition Circular.

The Government will award a purchase order resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors considered. All
evaluation factors other than cost or price, when combined are significantly
more important than cost or price.
A COMPLETE QUOTE WILL CONSIST OF THE FOLLOWING: If an offerors quote does not
contain all of the items listed, the quote may be considered incomplete for
evaluation purposes and no further consideration will be given to the offerors
quote, thereby making an offeror ineligible for award. Offers may be
submitted on company letterhead provided all the information requested has

SPECIFICATIONS: The USDA has a requirement for animal carriers for
safeguarding and inspecting birds at US ports of entry. Two sizes are needed
to accommodate both small and large species of birds. Medium size: 23
inches by 15.2 inches by 12 inches. Intermediate size: 24 inches by 16.7
inches by 14.5 inches. The sizes do not have to be exact, but must not deviate
more than one inch as they will be placed in ventilated cardboard boxes. The
animal carriers are to be made of heavy gauge plastic polypropylene, study
enough to resist chewing by large birds, such as parrots. The animal carriers
can be of any color, although a bleach linen or tan color is preferred. The
animal carrier shall be molded in two piece units; held together by knobs or
screws which can be removed by hand for ease of sterilization. The top unit
shall have a handle for lifting the carrier; have multiple ventilation holes,
approximately 15 to 25; the holes shall be no larger than one half inch on the
later sides of the carrier to prevent birds from escaping. The animal carrier
shall have a removable welded steel grate door; the steel grate will form mesh
square no larger than one inch in diameter. The animal carriers shall be
lightweight, portable and easily taken apart for storage or travel. The
carriers shall meet federal regulations for airline travel.

SHIPPING: All carriers will be shipped to a total of 20 US ports of entry.
Each port has a dock, equipment and warehouse where deliveries may be made if
they are on a pallet. The list of the US ports will be provided to the
contractor who receives the award. All locations will be shipped more than
six animal carriers. Shipping will be reimbursed based on actual costs.
