54--Furnish and Install Pre-fabricated Maintenance Building (OB1819329) (2006-07-13)

The U.S. Fish and Wildlife Service (USFWS), Region 5, is planning a combined
synopsis/solicitation to Furnish and Install a pre-engineered Maintenance
Building at the Nulhegan Division of the Silvio O. Conte National Fish and
Wildlife Refuge in Brunswick, VT. This solicitation will use evaluation and
negotiated procedures as outlined in the Federal Acquisition Regulation (FAR)
Part 12, Commercial Items Acquisition. ALL SPECIFICATIONS ARE INCLUDED WITH
THE DRAWINGS WHICH MUST BE REQUESTED IN WRITING BY FAX AT 413-253-8450 OR EMAIL
TO [Please use the link below]. The ultimate contract award will be based on
a "Best Value Continuum". Interested, responsible firms, with an excellent
track record of past performance, are invited to submit a proposal to Furnish
and Install a wood post and beam building with loft, siding, windows, transoms,
doors and cupola for Maintenance Building 36' wide X 60' long. The contractor
must provide a complete and finished project including tree clearing, grading,
gravel drive/yard (alternate item), concrete foundation, 12" deep gravel
beneath concrete slab, 4000 PSI 6" concrete slab and aprons with 4 X 4 W2.9 X
2.9 welded wire fabric, post and beam building kit frame (Gentleman's Horse
Barn kit supplied by Country Carpenters, Hebron, CT or EQUAL. Other acceptable
frame suppliers include Yankee Barn, Grantham, NH; Vermont Frames, Hinnesburg,
VT; and Vermont Timber Works, N. Springfield, VT). Wayne Dalton Model 40 (or
equal) overhead doors with wood facing, personnel doors, locks on all doors,
windows, transoms, cupola, wood siding, stain, class A shingle roof with snow
guards over doors, and 60 amp. elecrical service (alternate item) with outlets
and lighting in the building. Existing concrete slab/foundation MUST be
removed by contractor prior to establishing new facility. Shop drawings and
submittals shall be submitedt to the US Fish and Wildlife Service, Engineering
Division at the above address for review proir to fabrication or ordering.
Framing kit shall have Professional Engineer's Stamped shop drawings.
Professional Engineer's Stamped shop drawings are required for work including
concrete foundation, attachment of framing to foundation, posts, beams, and
intermediate framing members. Doors and Hardware shall be ABAADAAG
accessible. The structure must be rated for snow and wind loading conditions
in the Brunswick, VT area. If your proposal is selected by the Government,
stamped drawings by a Registered Professional Engineer shall be provided
ensuring building integrity is certified and satisfying local code and permit
requirements. You will be required to provide manufacturers information which
thoroughly describes the items and features to be included with the proposal
for the maintenance building. Also identify any items or features that would
need to be accomplished by others to provide a complete project. Prospective
contractors are encouraged to inspect the refuge site prior to submitting a

firms shall submit two copies of all appropriate information as described above
(including proposed costs, terms and conditions) to the U.S. Fish and Wildlife

Browning, Contracting Officer not later than close of business July 31, 2006.
