This is a combined synopsis/solicitation for commercial items identified
below, prepared in accordance with the format in FAR Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation: offers are being requested
and a written solicitation will not be issued. This solicitation number: AG-
6125-S-07-AA05, is issued as a Request for Quotation (RFQ). This procurement
shall be solicited under the Simplified Acquisition Procedures (SAP) and is a
Small-Business Set-Aside. The North American Industry Classification System
Code (NAICS) code is 334516. The USDA, Agricultural Research Service,
National Animal Disease Center has a requirement to purchase a Mircoplate
Reader System, 8 channel pipettor head, and on site training. Please quote on
the following: (1) Mircoplate Reader Base System with software (Molecular
Devices Flex3 or EQUAL); (2) 8 Channel pipettor head (Molecular Devices #S9200-
0036 or EQUAL); (3) On site customer training. The items you are offering
must meet or exceed the following salient characteristics: (a)Must be able to
read 6-384 well plates in 5 different modes. The modes are Absorbance (Abs),
Fluorescence Intensity (FI), Timed Resolved Fluorescence (TRF), Fluorescence
Polarization (FP), Luminescence (Lum); (b) Must have tunable dual
monochromators, excitation (ex) and emission (em), for wavelength selection
for FI, TRF, FP and Lum assays; (c) Must be able to read multiple (up to 4)
ex/em wavelength pairs/microplate well for multi-fluorophore assay design; (d)
Must be able to do full wavelength scanning across the spectral range to
determine actual ex, em and abs maxima for the best wavelengths for the
assays. This will allow for the best assay sensitivity and roubustiness using
our actual assay conditions; (e) Must be able to read multiple areas from each
well from a 6 - 96 well plates in FI, FP, TFR and Lum assays; (f) Must be able
to do top or bottom reads for FI, TRF, FP and Lum assays; (g) Must have
tunable absorbance wavelength selection between 200-1000nM; (h) Must be able
to read multiple wavelengths in each well (up to 4) in Abs assays; (i) Must
have two PMT. One for Lum assays and another for FI, FP, and TRF assays; (j)
Must be able to control temperature from ambient + 2??C to 50??C; (k) Must
have integrated fluid transfer using an 8 channel pipettor using pipette tips
and microplates. The use of disposable tips and microplates reduces the chance
of assay cross contamination; (l) Must be able to read 8 wells during fluid
addition for fast kinetic assays; (m) Must be able to mix the well contents by
aspiration and dispensing. This will improve assay results by insuring proper
mixing; (n) Must have software that runs the plate reader and analyzes the
data that will work on any Mac running OS X and PC??s running Windows XP; (o)
Must have multiple ready to run protocols in the software package; (p) Must
provide on site customer training; (q) Must have allowance for trade in for
the following three pieces of equipment: Wallac Model Victor serial
#4200446, Molecular Devices Model Thermomax serial #UVT05513, Molecular
Devices Model Thermomax serial #UVT05105. This solicitation incorporates the
following FAR clauses, provisions, and addendums:

52.212-1 Instructions to Offerors-Commercial Item; 52-212-3 Offeror
Representations and Certifications-Commercial Items; 52-212-4 Contract Terms
and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items; In
Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.23-9, 52.225-1,
52.225-13 and 52.232-33. All offerors must include copies of 52.212-3
(representations and certifications). Faxed quotations are acceptable to
Marlys Pomranke at fax number 1-515-663-7482 on or before May 24, 2007 Central
Standard Time. All responses will be evaluated in order to determine the
ability to meet the above stated capabilities. The Government shall award a
contract resulting from this solicitation to the responsive/responsible
offeror whose offer conforming to the solicitation will be most advantageous
to the Government per FAR 13.106-2. Responses shall include technical
specifications, descriptive material, literature, brochures and other such
information corresponding to each minimum required item, which demonstrates
the capabilities of the offeror??s data. Offerors shall identify where the
offered item meets or does not meet each of the Government??s functional and
performance minimum specifications listed herein. Offeror shall include
references of three (3) firms for which similar data was provided. The
anticipate award date is June 30, 2007. All responsible sources may submit a
quotation which shall be considered by the Agency.
