THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM
THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH
PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP
INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF
POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS,
LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE
DOES NOT EXIST.

The Air Force Flight Test Center (AFFTC) Edwards AFB, CA. is seeking potential
sources capable of providing professional engineering services for Network
Centric Warfare (NCW) interoperability testing including access to Airborne
Warning and Control System (AWACS) 3035 hardware in the loop, and 4045 high
fidelity simulators for use in support of the 412th Test Wing and other
Combined Tests Forces.

This action will consist of multiple simulator services that are detailed in
the attached Statement of Work (SOW). This requirement is for ALL simulator
services identified in the SOW. Any qualified and interested companies
responding to this announcement must be able to support all areas. NO partial
support responses from industry will be accepted The Government is seeking
only, qualified, experienced sources interested in performing the services
identified in the attached SOW.

This effort provides the 412th Test Wing access to Boeing aircraft Hardware In
The Loop (HITL) Labs, and High Fidelity Aircraft simulators. The primary
programs that will be supported by these services are F-15 and F-18 High
Fidelity Labs (HFL), Joint Unmanned Combat Aerial Vehicle (J-UCAV), F-22,
Apache, DD(X) destroyer surface vehicles, B-2, and B-52 simulators. Potential
offerors must provide expert technical support in the areas of simulation
assets, NWC battlespace environments, network connectivity, operations
support, engineering and technical support, support scheduling, and reporting.

Potential offerors must have unique knowledge of AFFTC test ranges, test
resources, and Integrated Facility for Avionics Simulator and Test (IFAST)
operation. Offerors shall have a demonstrated background and be proficient in
the technical theory and testing of Airborne Warning and Control System
(AWACS) 3035 hardware in the loop and 4045 high fidelity simulators for use in
Network Centric Warfare (NCW) interoperability testing. Integrating Live,
Virtual, or Constructive (LVC) aircraft into the environment via a DIS
interface or Joint Range Extension Application Protocol Version C (JREAP-C)
Link 16 Interface according to MIL-STD-3011. Offerors must be familiar with
operation, resources, equipment, coordination, and scheduling of AFFTC
assets. Offerors shall have worked with Combined Test Forces (CTFs) in prior
Flight Simulator Test evaluation programs to understand policy, procedure,
coordination, scheduling and responsibilities. Offerors must have
demonstrated capability and understanding of the operation, characteristics,
limitations and capabilities of the assets, facilities, and Data Acquisition
and Transmission System (DATS) at Edwards Air Force Base. Offerors shall be
experienced in the scheduling and use of the facilities. Offerors must
identify that they posses established and accepted LINK 16 software programs
and tools for quick and accurate reduction and analysis of large volumes of
flight simulator test data from multiple sources. The data analysis programs
shall be compatible with AFFTC, aircraft, Time/Space Position Information
(TSPI), telemetry, laboratory, and data formats at most DOD ranges. Offerors
must provide evidence of their familiarity with flight simulation hardware,
software, and state of the art simulation equipment.

The Government intends to acquire commercial services using FAR Part 15.
Therefore, the Government is requesting that interested concerns furnish the
following information: (1) Company name, address, point of contact, telephone
number and e-mail address. (2) Type of business, i.e., small, small
disadvantaged, woman-owned, HubZone, serviced-disabled veteran-owned small
business, large business, as defined in FAR 52.219-1, under North American
Industry Classification System (NAICS) 541330 which contains a size standard
of $4,500,000.00. (3) Under which NAICS does your company usually perform all
the services identified in the attached SOW. Please include the rational for
your answer. (4) Provide no more than three (3) references for no more than
three (3) of the most recent and relevant contracts performed within the last
three (3) years. Include name, address, telephone number, and e-mail address
of references. Also, provide a brief description of the work performed,
contract number, total contract value, and period of performance. Contracts
must be same or similar to the work described in the SOW.

proposed effort on a full and open competition basis, based upon responses to
this notice, is solely within the discretion of the Government. Oral
