This is a combined synopsis and solicitation procurement and a total small
business set aside. The scope of this procurement is to staff the
Transportation Security Operations Center (TSOC) Watch Floor on a 24/7/365 basis
with 12 full time watch standers. The contractor shall have demonstrated
experience at providing personnel for operational watch floor support at the
federal level. The contractor shall provide cleared personnel to support TSOC
activities who possess qualifications as described in the solicitation on an
anticipated full time basis. The TSOC mission requires additional watch officers
to ensure the successful execution of crisis management support. The tasks
completed under the contract shall focus on the operational functionality of the
TSOC mission and activities.

If interested: All interested vendors must contact TSA's Office of Acquisition
(OA) for a copy of the SIR (similar to a RFP) and Non-Disclosure Agreement. The
SIR contains the Statement of Work, which delineates those requirements that
must be met in support of TSOC's mission. The SIR contains all Evaluation
Factors that will be used by TSA in considering the technical merit of each
response. The SIR also contains instructions on the format of responses,
including page length. All interested companies are hereby made aware that in
order to be considered, they must submit a technical and price proposal that
covers all aspects of the SOW, not selected parts of the SOW. However, TSA is
willing to consider the merit of any proposed subcontracting or teaming
arrangements meeting the Limitations in Subcontracting requirements. TSA's

technical and price proposal is indicated in the SIR and will not be extended
unless the Contracting Officer determines that an extension is necessary to
maintain the competitive nature of the procurement.
