The National Institutes of Health (NIH), National Institute of Child Health
and Human Development (NICHD) intends to procure Brand Name or Equal to
DriveCam's: (1) 60 DCIII Video Event Recorder Units with integrated IR for
nighttime interior illumination; (2) Cellular Modem; (3) Cellular data
transport of up to 35,000 MB (10,000 DriveCam Events) within Sprint's PCS non-
roaming network; (4) 60 Installation Kits (instructions, security wrench,
windshield bracket, power cable); (5) 60 Installations at any of Best Buy's
800 service locations; (6) Up to 30 re-installations if drivers switch to
other vehicles during the project; (7) 1 IBM Think Centre PC, Monitor,
Keyboard and Mouse pre-configured with HindSight software including:

- HindSight Client Software to view events, configure cameras (trigger
thresholds, etc) and to monitor cameras (daily check in confirmation)
- HindSight Event Caching Software for rapid local download of clips to an
exterior storage device in .avi format with format options of front only, rear
only or both front and rear in the same playback screen (our system will
automatically save the full 2 to 3 MB files to a local system at UMTRI?this
makes viewing and managing the files a breeze compared to managing them over
an internet connection).
The Option for event review and scoring to populate a web based feedback tool
for the drivers?to be performed by DriveCam. (9) The Option for web-based
feedback to study participants using DriveCam?s TeenSafeDriver website; (9) 24
hour/7 days a week DriveCam Tech Support; (10) 100% no-cost customer support
for replacing and/or repairing system components; (11) Onsite training of
research team members that will utilize the system including travel expenses.
As stated in FAR 52.211-6 Brand Name or Equal (Aug 1999)
(a) If an item in this solicitation is identified as "brand name or equal,"
the purchase description reflects the characteristics and level of quality
that will satisfy the Government's needs. The salient physical, functional, or
performance characteristics that "equal" products must meet are specified in
the solicitation.
(b) To be considered for award, offers of ?equal? products, including ?equal?
products of the brand name manufacturer, must?
(1) Meet the salient physical, functional, or performance characteristic
specified in this solicitation;
(2) Clearly identify the item by?
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear
reference to previously furnished descriptive data or information available to
the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product
to make it conform to the solicitation requirements. Mark any descriptive
material to clearly show the modifications.
(c) The Contracting Officer will evaluate ?equal? products on the basis of
information furnished by the offeror or identified in the offer and reasonably
available to the Contracting Officer. The Contracting Officer is not
responsible for locating or obtaining any information not identified in the
offer.
(d) Unless the offeror clearly indicates in its offer that the product being
offered is an ?equal? product, the offeror shall provide the brand name
product referenced in the solicitation.
The purchase order will be awarded to the responsible offeror whose offer
fully meets the requirements of the solicitation and who provides the best
value to the Government. Interested parties should provide a detailed
capability statement that describes each aspect of the equipment and services
that would be provided and any of the equipment and services listed above that
would not be included and the total cost plus any unlisted additional
equipment and total costs. Offers that do not include the deliverables listed
above will not be considered competitive. Offerors may request a copy of the
Request for Quotation (RFQ) in writing or by FAX to 301-480-8501 to the
Contracting Office prior to the closing date of this notice. It is
anticipated that RFQ NIH-NIDDK-07-274 will be available fifteen (15) days
after the publication date of this synopsis. Receipt of quotations will be
due ten (10) days after the release of the RFQ. If you have any question
