MARKET SURVEY Solicitation Number W15P7T-08-K402 Market Survey for various
Installation Kits, brackets and miscellaneous items. This is a market survey
to locate sources for various Installation Kits, brackets and miscellaneous
items used in Communi cations-Electronics Life Cycle Command (CECOM-LCMC)
weapon systems. The purpose of this market survey is to perform a
comparability determination under FAR 8.602(a)(1). Please note that, after the
initial response(s) to this survey, the Government reserv es the right to
request additional, substantiating documentation in furtherance of performing
the required comparability determination on price, quality and time of
delivery. The U.S. Army is seeking to identify vendors with the capability
to provide the following items in accordance with CECOM-LCMC drawings and parts
lists. It is projected that a solicitation for a five-year IDIQ type contract,

The Government requires the delivery of 100,000 kits over the next 48 months.
Demand is anticipated to decrease after 48 months. Ancillary items shall be
stated in an appropriate ratio to kit quantities to represent a 100,000 kit
buy. FAT is required on the following items: a. AS-3449 Antenna; b. NTDR
Antenna; and c. all cables. FAT requirements can be waived for interested
sources that have successfully produced and obtained Government acceptance of
these items within the past two years. If FAT is no t waived, a FAT plan and a
FAT report must be provided and approved by the Government prior to the
manufacture and delivery of Installation Kits. Exceptions to Technical Data
are as follows: a. Where a loudspeaker is required, all kits shall be
assembled using LS-671, CX-13292 Cable and A3014550-1 Bracket. Cables A3018360-
1 and A3014044 series that connect to the VIC-1 are not required. b. MK-
2384 shall have quantities changed as follows: A3014065-1 from 2 to 3, A3014038-
12 from 2 to 3, A3014550-1 from 2 to 3, A3014038-3 from 2 to 0. c. MK-2400 and
MK-2715 shall be assembled with collapsible bag 57K260 and gasket 12379940
(Quantity of 1 for MK 2400, Quantity of 2 for MK-2715); Remove A3014038-1 and
A3014038-2 for MK-2715 and replace with A3014038-10, qty. 2) d. The Advanced
System Improvem ent Program (ASIP) Guide Rails package shall consist of two (2)
Guide Rails including instruction sheet packaged in a protective envelope.
Unit of issue is 1 pack. Government Furnished Gauges will be provided to
assist in the manufacture and testing of all antennas. No Government Furnished
Material (GFM) will be provided. All IKs shall be packed in triple wall
containers that meet the requirements of Fed. Spec. PPD-B-640-D. Boxes shall
be weather resistant with burst strength of 1300 psi. Radio Frequency
Identification (RFID) tags and Unique Item Identification (UID) mark ing shall
be in accordance with the RFID/UID Statement of Work. Inspection and acceptance
shall be at source. Freight on Board (FOB) shall be destination. The
contractor shall provide Higher-Level Contract Quality Requirements (ISO-9001
and MIL-I-45.208) in accordance with Federal Acquisition Regulation (FAR)
52.246- 11. All items shall be shipped to Red River Army Depot, Texarkana
Texas. Interested sources may identify, in writing, their interest and
capability to respond to this requirement. The response should be a short
introductory description (unclassified) outlining a viable approach that meets
the above needs and must address abili ty to produce a quality product,
production and surge capacity, ability to make timely delivery and prices.
The drawings and the RFID/UID SOW will be posted on the Interactive Business
Opportunities Web Page (IBOP). The pricing table will also be posted on the
IBOP, and the pricing sheets for all six years of the proposed IDIQ shall be
completed and returned in response to this survey. The U.S. Army CECOM-LCMC
has established the IBOP website as part of the Armys Single Face to Industry,
to allow electronic posting of Solicitations for Request for Proposals (RFPs)
and Invitations for Bids (IFBs) from CECOM-LCM C to Industry. All parties who
