This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation will not
be issued.

ALL INQUIRIES/QUESTIONS MUST BE SUBMITTED NO LATER THAN ONE WEEK AFTER SYNOPSIS
IS POSTED IN FEDBIZOPPS.

INTRODUCTION
In 2004 an Integrated Security Management System (ISMS) was installed at the
Forest Service Building in Elkins, WV. It is an integrated electronic system
made up of an integrated Access Control and Intrusion Detection subsystem as
well as a digital closed circuit television subsystem. This integrated system
controls entry into the Forest Service building, the areas within and provide
surveillance of both internal and external spaces. The ISMS central monitoring
station is located within the building's visitor reception area and is being
managed by a system administrator. The remote monitoring station is located
within the Elkins 911 Center and consists of an access control workstation.
Remote monitoring is done after normal working hours. This 911 Center allows
viewing of alarm data only. Remote camera viewing is also provided at this
location for visual assessment of Forest Service external spaces only through
the SmartSight Digital Recording Systems. In 2005, USDA established a
Memorandum of Understanding (MOU) with the Davis & Elkins College and installed
an integrated Security Management System on the college campus.

PURPOSE
The purpose of this requirement is to describe the security upgrades proposed
for the Forest Service (FS) Building, Elkins/Davis College and 911 Center
located in Elkins, WV. Specifically, this document defines the objectives for
the requirement in order to ensure its implementation.

SCOPE
Upgrade Work on Security System at Forest Service Building - Contractor shall
provide security installation and upgrades to the Integrated Security
Management System (ISMS), the 911 Center which provides after hours monitoring
of the Forest Service Building, and the Davis/Elkins college camera upgrades.
The following tasks shall be performed.

DELIVERABLES: Task A - Forest Service Building (1) Relocate the MDI Security
workstation, server, keypad and motion detector from room 101 into the
telephone closet located in the hall within a rack system to include procuring
an appropriate rack for the equipment. (2) Install a card reader on the
outside wall of the telephone closet where the security system will be
relocated. (3) Install a new Panasonic DVR system at the Forest Service
Building. TASK B - (1) Verify the Forest Service building connection to 911
Center. (2) Tie in the Forest Service DVRS to the 911 Center NVRS to provide
after hour viewing of cameras. TASK C - Davis/Elkins College (1) Install two
(2) cameras on the College gm, one on the left front corner and a second on the
right back corner. These cameras will be added into the college DVRS.

The below performance standard, allowable qualit level and monitoring method is
for each standard listed.

PERFORMANCE STANDARDS:

The successful contractor shall propose acceptable performance metrics and
industry standards for same/similar work.

Offerors will be evaluated on the following:

1. Contractor must have past experience supplying the same/similar
supplies and service to and be familiar with Federal facilities and
college campus? security systems and IT infrastructures.
The Government will evaluate the offeror?s understanding of the
requirement as evidenced by the offeror's response to the requirement. The
Government will examine the offeror's proposed quote to providing the
requirements of this solicitation and will evaluated the likelihood of
delivering complete, quality supplies and services meeting USDA needs as
illustrated.

2. Understanding of the requirements & contractor availability
The Government will evaluate the offeror?s understanding of the
requirement as evidenced by the offeror's response to the requirement. The
Government will examine the offeror's proposed quote to providing the
requirements of this solicitation and will evaluated the likelihood of
delivering complete, quality supplies and services meeting USDA needs as
illustrated.


3. Past Experience in providing and performing same/similar work.
The government will evaluate each offeror?s experience providing
services of a similar size, scope and complexity as proven by the successful
management of contracts of a
similar size, scope and complexity.


4. Past Performance
The Government will also evaluate each offeror?s past performance of
projects based upon customer satisfaction with the services provided on past
or current projects. Please provide at least three (3) references and/or
current contracts for the same/similar work required under this
solicitation. These references must include the name, telephone number,
contract number, length of service, dollar value of contract(s) and any other
pertinent information useful in making contact with the service
receiving organization.

DEFINITIONS OF RATINGS

EXCEPTIONAL:

Proposed management approach provides an excellent demonstration of the
contractor?s capacity to provide and integrate all of the technical components
of the work. The management plan contains an excellent approach for
accomplishing the work that significantly exceeds the schedule and performance
standards. The proposal provides a corporate commitment and has an excellent
approach to their non-technical experience and knowledge relative to planning,
organizing and carries out activities with clear lines of communication and
control. The management approach has major strengths and no weaknesses
identified, indicating that the proposed effort will significantly benefit the
Government.

VERY GOOD:

Proposed management approach provides a good demonstration of the contractor?s
capacity to provide and integrate all of the technical components of the work.
The management plan contains a good approach for accomplishing the work that
exceeds schedule and performance standards. The proposal provides a good
corporate commitment and has a good approach to their non-technical experience
and knowledge relative to planning, organizing and carries out activities with
clear lines of communication and control. The management approach has one or
more strengths and only minor weaknesses that can be easily corrected,
indicated the proposed effort will benefit the government.

SATISFACTORY:

Proposed management approach provides an acceptable demonstration of the
contractor?s capacity to provide and integrate all of the technical components
of the work. The management plan contains an acceptable approach for
accomplishing the work that exceeds schedule and performance standards. The
proposal provides an acceptable corporate commitment and has an acceptable
approach to their non-technical experience and knowledge relative to planning,
organizing and carries out activities with clear lines of communication and
control. The management approach has some strengths and only minor weaknesses
that can be corrected without major revisions, indicating the proposed effort
will benefit the government.

Evaluation meets requirements of the RFP. The offeror clearly demonstrates his
understanding by addressing all aspects of the requirements and submits
evidence of his capability, competence, resources, and experience.

POOR:

Proposed management approach provides a marginal demonstration of the
contractor?s capacity to provide and integrate all of the technical components
of the work. The management plan contains a shallow approach for accomplishing
the work that exceeds schedule and performance standards. The proposal
provides a marginal corporate commitment and has a shallow approach to their
non-technical experience and knowledge relative to planning, organizing and
carries out activities with clear lines of communication and control. The
management approach has minor strengths and major weaknesses, indicating the
proposed effort will minimally, but acceptably meet the Government?s
requirements

UNSATISFACTORY:

Evaluation is unacceptable: Offeror does not address the evaluation
requirements or addresses them so vaguely, incomprehensibly, incompatibly, or
incorrectly; as to be clearly unacceptable. The requirement can only be met
with major changes to the proposal.

DEFICIENCY:

A material failure of a proposal/quotation to meet a Government requirement or
a combination of significant weaknesses in a quotation that increases the risk
of unsuccessful performance to an unacceptable level.

WEAKNESS:

A flaw in the proposal/quotation that increases the risk of unsuccessful
performance. A ?significant weakness? in the proposal is a flow that
appreciably increases the risk of unsuccessful performance.
