13--Burster Tube and Cap to include loading of Burster Tube for M98/M99 Grenade (OB1993514) (2008-03-09)

This requirements was originally annouced as W911RP-07-R-0032 and it is now
W911RP-08-R-0002. Burster Tube and Cap to include loading of Burster Tube,
158,400 each for theM98/M99 Grenade. The following drawings and specifications
are applicable for the Burster Tube: Dwg 13-19-747; FED-STD-H28 and ASME
Y14.5. The following drawings and specifications are applicable for the
Burster Cap: 13-19-746 and ASME Y14.5. The contractor shall also be
responsible for loading the burster tube with flash mix (K CLO/AL, Dwg
12972326). The type of contract shall be firm fixed price. Solicitation shall
contain an option to purchase up to 100% of the initial quantity. The First
Article (FA) Lot size shall consist of 100 each Burster Caps and 100 each of
the Burste r Tubes. All First Article lot samples shall be taken from a steady
state normalized run, of which no FA lot samples may be taken during start-up
or shut-down process operations. Further, the contractor is not to perform any
special trimming and/or secon dary operations to the FA sample which will not
be performed on EVERY future production unit. The FA lot sample shall
represent exactly what is to be expected of future production, and contractor
will be held to same. From that FA lot, a random sample of 32 units each
shall be sampled by the Government for verification purposes. The contractor is
required to perform all required measurements for all components and assemblies
and submit a FAT report detailing all of those measured inspections. Every
requi rement of every drawing and specification must be measured and reported.
Also, all required Material Certifications along with Certificates of Analysis
are to be included in the FA report. All 64 FAT sample units and assemblies
will be individually marke d for identification purposes, and the accompanying
FAT report will list each unit along with all required drawing and/or
specification requirements. The FAT report along with the identified FA units
will be presented to the Government for verification pur poses at the time of
the FAT. The FA Test for loading of the burster tubes shall be in accordance
with Quality Assurance Provisions (QAP) dtd 11 Jul 2006. The government intends
to visit the contractors facility to witness first-article testing. FOB Des

full and open competition. All responsible sources may submit a proposal which
shall be considered by the agency. The solicitation document contains
information that has been des ignated as Militarily Critical Technical Data.
Only businesses that have been certified by the Department of Defense, United
States/Canada Joint Certification Office, and have a valid requirement may have
a copy of the solicitation documents. All requests for copies of the
solicitation document must include a certified copy of DD Form 2345, Militarily

Solicitation will is sue on or after 31 Oct 2007 with a closing date on or
after 3 December 2007. Requests for the solicitation package must be in

acceptable; proposals shall be mailed to ar rive by the time specified in the
solicitation to the address specified in the solicitation. Offerors shall
submit all technical questions regarding this solicitation to the Contracting
Officer, in writing, no later than 15 days after issuance of this Req uest for
Proposal.
