13 -- Explosive Simulator (OB1999467) (2008-03-28)

The Contractor shall provide all personnel, tools, parts, materials,
supervision, and other items necessary to fulfill the requirement for a Model X-
02 Explosive Blast Simulator (brand name or equal). This is a commercial
acquisition. The solicitation will be issued 100% small business set aside
under Standard Industrial Classification (SIC) code 3999, NAICS code is 339999
and the related Small Business Size Standard is 500 employees. The
solicitation and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 2005-24. The resulting purchase order
shall be firm-fixed-price. All potential sources must obtain a DUNS number
and register in the Central Contractor Register (CCR) in order to transact
business with the government. Failure to obtain a DUNS number and register in
the CCR may result in the delay of award of a Purchase Order or possible award
to the next otherwise successful offeror who is registered in the CCR at the
time of award. Solicitation will be issued on or about 22 Jan 08. Due date
will be stated in the solicitation. The entire solicitation will be made
available only on the Electronic Posting System (EPS) Website at
http://www.fedbizopps.gov. The solicitation can be accessed by following the
links on the EPS website to: USAF Offices, Air Mobility Command, 305 CONS.
Paper copies will not be available. Once the solicitation is posted, it is
incumbent upon the interested parties to review this site frequently for any
updates/amendments to this solicitation. All responsible sources may submit a
proposal which, if timely received, will be considered by the agency. All
prospective offerors interested in submitting a proposal on this solicitation
must have a Commercial and Government Entity code (CAGE code). AFFARS 5352.201-
9101- OMBUDSMAN (AUG 2005)(a) An ombudsman has been appointed to consider and
facilitate the resolution of concerns from offerors, potential offerors, and
others for this acquisition. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The existence of the ombudsman
does not affect the authority of the program manager, contracting officer, or
source selection official. Further, the ombudsman does not participate in the
evaluation of proposals, the source selection process, or the adjudication of
protests or formal contract disputes. The ombudsman may refer the party to
another official who can resolve the concern. The ombudsman may not serve as an
advocate for any party. (b) Before consulting with an ombudsman, concerned
parties must first address their concerns, issues, disagreements, and/or
recommendations to the contracting officer for resolution. Consulting an
ombudsman does not alter or postpone the timelines for any other processes
(e.g., agency level bid protests, GAO bid protests, requests for debriefings,
employee-employer actions, contests of OMB Circular A-76 competition
performance decisions). (c) If resolution cannot be made by the contracting
officer, concerned parties may contact the Center/MAJCOM ombudsmen. Concerns,
issues, disagreements, and recommendations that cannot be resolved at the
MAJCOM/DRU level, may be brought by the concerned party for further
consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary
