66--Flash X-Ray and Computed (CR) Radiography System (OB1998466) (2008-03-26)

Supply Class Code is 6635. Flash X Ray and Computed Radiography (CR) System,
quantity of 1 system, to be used at McAlester Army Ammunition Plant in the
function testing of an ammunition item on a ballistic test range. The item
to be x-rayed is an explosively formed projectile (EFP), fired in the testing
of a bomb submunition component. The system will be used for ballistic range,
stop-motion radiography. It shall consist of one stand-alone system
including all hardware and components required for operation, and one add-on
channel for operation in conjunction with the basic channel system. Contractor
will provide shot stands, including cassette holders for film or phosphor sc
reen cassettes. The CR system will provide reusable phosphor screens, used in
ballistic cassettes, digitized to create digital images, and erased using
visible light. The resultant images will be grayscale with sixteen bits per
pixel (16 bpp). MCAAP wil l provide a portable concrete bunker, 8 x 16
with 8 ceiling height, installed and equipped with lighting and electrical
power supply. Electrical service provided is 208VAC, 3 phase Wye, 4 wire, 60
amp. The x-ray controller is to be installed in the b unker, and x-ray
pulsers at the contractors option. MCAAP will provide computers for
integration with controller for delay and event monitoring and for use with
portable CR system, and workstations for the computers and CR equipment. The
system monitori ng computer and CR system will be located in a separate
bunker, a permanent MCAAP structure, located approximately 1400 feet from the
x-ray control bunker. MCAAP will not provide any interconnecting cables for
Ethernet connection or connection to the CR r eader. Contractor is
responsible to determine exact length of cable required for Ethernet
connection. All other components for a completely operational flash x-ray and
CR system are the responsibility of the contractor. Contractor will install
the flas h x-ray system on site at MCAAP, McAlester, Oklahoma. This includes
installation of x-ray controller in a concrete bunker, setup of all x-ray
components, shot stands, fixtures, cassette holders, x-ray triggering
mechanism, and the computer monitoring devi ce. The installation will include
a 20-second pre-warn audible alarm, rotating beacon and illuminated x-ray on
signs outside the portable bunker to signal the operation of x-ray equipment.
Will also include setup of the CR system and computer display. Imaging
software is to be installed on the system computers provided and two other
desktop computers at MCAAP. Proposals are to include the contractors past
performance and experience with the application of flash x-ray and CR imaging
systems in ballis tic range applications. Include names and experience of key
personnel who design and integrate systems. Indicate the length of time that
the firm has been in this type of business and previous experience in
performing government contracts. Include speci fications, engineering
drawings or solid model simulations that demonstrate x-ray shot stands,
fixtures, and system designs. Contractor will provide operating and
maintenance manuals for operation and troubleshooting of the system. Also
included in the d ocumentation is a supplier recommended spare parts list,
including pricing, for those system components that cannot be obtained by
either MCAAP or the Supplier in a forty eight hour time period to prevent
excessive system down time. All equipment and softw are will be warranted free
from defects in material and workmanship and shall perform in accordance with
the product specifications for a minimum of twelve months from the date of
product acceptance. If software program upgrades are implemented to compute r
software within a 12 month period after product acceptance, then the upgrades
shall be provided to MCAAP at no cost to the government. THE COMPLETE
STATEMENT OF WORK WILL BE ISSUED AT THE SAME TIME AS THE SOLICITATION VIA THE
WEBSITES LISTED BELOW. FOB Destination, McAlester Army Ammunition Plant,
McAlester, OK. This will be a Firm Fixed Price contract and will be issued
Unrestricted. Quantity is 1 complete system. Required delivery schedule is
120 days after date of contract award. All contractors who provide
goods/services to the DOD must be registered in the Central Contractors

opening date 15 days from issue. The solicitation shall be issued via the
