10--R--Analysis Advisory Services Computer-Based Training Program (OB1964915) (2007-12-17)

This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation will
not be issued. The Contracting Center of Excellence (CCE), U.S. Army
Contracting Agency, on behalf of the U.S. Army Headquarters, Installation
Management Command (IMCOM), 2511 Jefferson Davis Highway, A rlington, VA,
proposes to procure Administrative Management and General Management
Consulting Services (NAICS Code: 541611) for the instruction of the Analysis
Advisory Services Computer-Based Training program. The program shall consist
of a curriculum of Financial Analysis courses which meet the course
objectives described in the Performance Work Statement (PWS). The course of
study will advance a practical, analytical training program that simulates on-
the-job learning environments, resulting in improve d skills in analytical,
problem solving decision making and critical thinking. The program is
specifically designed for financial managers, budget analysts, manpower
analysts and accountants at the intermediate and senior level positions. The
offeror mus t have experience designing and writing customized business cases
that incorporate analyses using Excel and Powerpoint programs. Primary places
of performance include the U.S., Europe and the Pacific. The award decision
will be based upon the offer which is technically acceptable, lowest price.
This requirement is expected to be awarded as an Indefinite Delivery
Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Task Orders
for a base year and two one year option periods. In accordance with FAR
Clause 52.216-22, Indefinite Quantity, the Government guarantees a minimum of
$25,000.00 for the Base Year award. Offerors are further advised that in
accordance with FAR Clause 52.232-18, Availability of Funds, funding for this
requirement is curren tly not available. Interested parties are invited to

accordance with FAR 6.1, this procurement is unrestricted under Full and Open
Competition. All resp onses shall be forwarded by email to Mr. Banks C.
Kelly, CACI Contractor for CCE, no later than 10:00 am, Thursday, 20 December
2007, the closing date and time for receipt of offers, at the following email
