E--Furnish and Install two Modular Residences, one Single Story approx. 1100 SF and one Two Story ap (OB1807926) (2006-06-09)

The U.S. Fish and Wildlife Service is seeking proposals for two Modular
Residences, one Single Story approx. 1100 SF and one Two Story approx. 1750 SF
for the Eastern Virginia Rivers National Wildlife Refuge in Warsaw, VA. The
single story modular shall have two bedrooms, one full (ADA accessible) and one
half bathrooms, a kitchen, a combination great room (living room/dining room
combination). The two story modular shall have three bedrooms, two bathrooms
(one ADA accessible). The first floor shall be fully ADA accessible and have a
kitchen, a combination Great Room (living room/dining room combination), full
bathroom, and a bedroom. The second floor shall have two bedrooms and a
bathroom. Each building shall sit on a concrete foundation with a crawl
space. The proposed work shall include coordinating and providing utility
service connections for electricity and telephone with the local utility
companies. Both residences must be fully accessible to wheel chairs in
accordance with the American with Disabilities Act (ADA). Provide an ADA
wheelchair access ramp at the entrance to the first floor with a 36" doorway
with lowered threshold. The grading must achieve a 6" fall in 10 feet from all
building walls except the door entrances shall be ADA - 1:20 slope. Disturbed
areas must be loamed and seeded with prescribed seed mixture. Architectural
style shall reflect a Mid-Atlantic style. Both residences shall meet or exceed
all applicable BOCA codes or IBC, NSPC, NFPA, ASHRAE, NEC, and all local, state
and federal codes including energy codes and ADA guidelines. Foundation system
w/crawl space shall be constructed by masonry blocks on reinforced concrete
footers w/rebar, treated top sill plate w/foundation straps, 10 " flashing
termite shield, 6 mil plastic vapor barrier inside the block walls, and a crawl
space access door. The exterior masonry block walls shall be constructed with
decorative style blocks. As an option, the contractor may propose to install a
poured reinforced concrete stem wall. Exterior shall be vinyl siding, 4"
double clapboard. Provide high performance energy efficient low "E" glass wood
framed, vinyl wrapped w/removable grills windows w/screens, exterior steel clad
insulated 36" doors w/deadbolt locks, all cores to match. Roof, 30 year or
better asphalt shingles, sloped 5:12 or greater, and 5" white gutters with
downspouts. R19 wall and R23 ceiling insulation. Kitchen shall include light
oak or maple cabinets, laminate countertops w/range hood w/exhaust fan to the
exterior, single bowl stainless steel sink w/lever type faucets. Appliances
shall include stove, 18 CF frost free refrigerator w/freezer, and dishwasher.
40 gallon hot water heater. This procurement shall use commercial items
acquisition procedures and past performance shall be an element of the
evaluation. The NAICS is 233210. All responsible and responsive sources may
submit a proposal which shall be considered. There will not be a solicitation
issued. Please mail proposals along with your catalogs, brochures, drawings,
and costs to U.S. Fish and Wildlife Service, Contracting and Gerneral Services,
300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Marsha Browning,
Contracting Officer, no later than June 16, 2006. Proposal will be evaluated
on price and other related factors.
