COMBINED SYNOPSIS/SOLICITATION

PURCHASE OF MEZZANINE WITH ATTACHED INDUSTRIAL STACK SYSTEM

(i) This is a combined synopsis/solicitation for a commercial item prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation will not be
issued.

(ii) This solicitation is issued as a request for quote (RFQ). Submit written
quotes (oral quotes will not be accepted) on RFQ reference number FE462662200008.

(iii) This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 2006-07.

(iv) This solicitation is 100% set-aside for small business. The North
American Industry Classification System (NAICS) code is 423440 with a size
standard of 500 employees.

(v) The purpose of this combined synopsis and solicitation is for the purchase
of Mezzanine with attached Stack System for FE4626 Base Supply at Malmstrom AFB,
MT.

52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR
EXECUTIVE ORDERS?COMMERCIAL ITEMS (APR 2006) (DEVIATION)

(a) Comptroller General Examination of Record. The Contractor shall comply with
the provisions of this paragraph (a) if this contract was awarded using other
than sealed bid, is in excess of the simplified acquisition threshold, and does
not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized
representative of the Comptroller General, shall have access to and right to
examine any of the Contractor?s directly pertinent records involving
transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times
the records, materials, and other evidence for examination, audit, or
reproduction, until 3 years after final payment under this contract or for any
shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of
the other clauses of this contract. If this contract is completely or partially
terminated, the records relating to the work terminated shall be made available
for 3 years after any resulting final termination settlement. Records relating
to appeals under the disputes clause or to litigation or the settlement of
claims arising under or relating to this contract shall be made available until
such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting
procedures and practices, and other data, regardless of type and regardless of
form. This does not require the Contractor to create or maintain any record that
the Contractor does not maintain in the ordinary course of business or pursuant
to a provision of law.
(b)
(1) Notwithstanding the requirements of any other clause in this contract, the
Contractor is not required to flow down any FAR clause, other than those in
paragraphs (i) through (vii) of this paragraph in a subcontract for commercial
items. Unless otherwise indicated below, the extent of the flow down shall be as
required by the clause.
(i) 52.219-8, Utilization of Small Business Concerns (May 2004)(15 U.S.C.
637(d)(2) and (3)), in all subcontracts that offer further subcontracting
opportunities. If the subcontract (except subcontracts to small business
concerns) exceeds $500,000 ($1,000,000 for construction of any public facility),
the subcontractor must include 52.219-8 in lower tier subcontracts that offer
subcontracting opportunities.

In compliance with the Service Contract Act of 1965, as amended, and the

252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (JAN 2004)

(a) Definitions. As used in this clause--

(1) Contract financing payment and invoice payment have the meanings given in
section 32.001 of the Federal Acquisition Regulation.

(2) Electronic form means any automated system that transmits information
electronically from the initiating system to all affected systems. Facsimile,
e-mail, and scanned documents are not acceptable electronic forms for submission
of payment requests. However, scanned documents are acceptable when they are
part of a submission of a payment request made using one of the electronic forms
provided for in paragraph (b) of this clause.

(3) Payment request means any request for contract financing payment or invoice
payment submitted by the Contractor under this contract.

(b) Except as provided in paragraph (c) of this clause, the Contractor shall
submit payment requests using one of the following electronic forms:

(1) Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA). Information regarding
WAWF-RA is available on the Internet at https://wawf.eb.mil.

(2) Web Invoicing System (WInS). Information regarding WInS is available on the
Internet at https://ecweb.dfas.mil.

(3) American National Standards Institute (ANSI) X.12 electronic data
interchange (EDI) formats.

(i) Information regarding EDI formats is available on the Internet at

(ii) EDI implementation guides are available on the Internet at

(4) Another electronic form authorized by the Contracting Officer.

(c) If the Contractor is unable to submit a payment request in electronic form,
or DoD is unable to receive a payment request in electronic form, the Contractor
shall submit the payment request using a method mutually agreed to by the
Contractor, the Contracting Officer, the contract administration office, and the
payment office.

(d) In addition to the requirements of this clause, the Contractor shall meet
the requirements of the appropriate payment clauses in this contract when
submitting payments requests.

SPECIFICATION

The following is a specification for a mezzanine with attached (may be attached
during assembly after delivery) motorized stack storage system. Descriptions of
the items are below with attached blue print available by email from Joon Choi.

All Line Items are F.O.B. Destination. In addition, Line Items includes Field
Assembly in accordance with blue print and installation responsibilities.

Line Item 0001 - Mezzanine (1 each) for lot size 20'X 24'5".
Deck Area - Stanley Vidmar or equal. 457.7 SQ FT (area for stairway
removed) with open bar (galvanized) grate neck surface. Uniform Load Capacity =
150 PSF. Deck Height - 9'11". Clear Height - 9'. Hand Rail on all sides. Also
includes 1 Stairway (36" wide), 1 Swing Gate, Toe Plates, Decking Material,
Support Beams, Decking Support Crossbars and Support Columns.

Line Item 0002 ? One Lot Mezzanine lighting package to include 36? (1 each) and
48?(14 each) low profile fluorescent light fixtures and complete interconnecting
wiring for free standing column supported mezzanine. Field Assembly included.

- Provide Stak System and Mezzanine Shims for manimum floor variation of 1 inch.
- Provide anchoring hardware for Stak System and Mezzanine columns.
- Level Stak System as required.
- Provide mechanical erection of proposed equipment.
- Provide material and labor for wiring from buss bars to disconnect on end of
stak system.
- Provide 30 AMP disconnect for system.
- Install disconnect on system.
- Consolidate all debris to a predetermined location on site.
- Provide material and labor for wiring of mezzanine light package.
